Beaverton residents preparing for U.S. citizenship can sign up for a free 12-week class series starting July 11 at the Beaverton City Library.
SOAR Immigration Legal Services, a DOJ-recognized provider and program of Ecumenical Ministries of Oregon, will lead the classes every Saturday from 11 a.m. to 1 p.m. through September 26. The sessions cover all 128 civics questions on the naturalization exam, English speaking and reading practice, mock interview preparation, and a review of the N-400 application.
Classes are taught in English with resources available in Spanish and other languages. SOAR staff speak Dari, French, Hindi, Pashto, Russian, Spanish, Urdu, and Vietnamese, according to the Immigration Advocates Network directory.
The organization has helped more than 4,000 immigrants from over 80 countries become U.S. citizens since 2010, according to SOAR's website.
Space is limited. Residents must register in advance by contacting [email protected] or calling (503) 379-1598.
Oregon law bars state agencies from assisting federal immigration enforcement, and a new state law effective in June 2026 restricts agencies from sharing residents' personal data with brokers who may pass it to federal authorities, the Oregon Capital Chronicle reported. SOAR's classes offer residents a path to the legal protections that come with full citizenship.

SOAR also runs additional citizenship classes for those who can't make Saturdays:
- Online: Thursdays, 6:30–9 p.m., July 9 through September 24
- In person at SOAR's Portland office (7931 NE Halsey St., Suite 300): Tuesdays, 6:30–9 p.m., July 7 through September 22. No pre-registration required; bring your Green Card on the first day.
- Brookwood Library, Hillsboro (2850 NE Brookwood Pkwy.): Thursdays, 5:30–7:30 p.m., July 9 through September 24
