Rachel Philip held a 28-point lead in the Beaverton City Council Position 1 runoff on election night.
Philip had 63.7% of the vote as of 10 p.m. Tuesday, Nov. 3, compared to 35.3% for challenger Evelyn Kocher, the Beaverton Valley Times reported. The results are not final. Ballots postmarked on Election Day can still be counted if received within the following week under Oregon law.
Ballot returns showed about 34.7% voter turnout as of election night, though not all had been tabulated.
"I am honored and humbled to receive this level of support from Beaverton voters … and I look forward to remaining votes being counted," Philip said, according to the Valley Times.
Kocher said she was watching later returns. "In the spring a lot of my votes came through late … we'll see what happens," she said.
The runoff was triggered after no candidate won a majority in the May primary. Philip, Kocher and a third candidate, Marv Rydberg, split the vote. Philip led that race with 48.34%, and Kocher finished second with 33.88%, according to certified Washington County Elections Division results.
Philip has chaired the Central Beaverton Neighborhood Association Committee and served on the Beaverton Visioning Advisory Committee, the Downtown Loop Community Advisory Committee and the Beaverton Budget Committee. She has lived in Beaverton since 2018.
Kocher is a communications manager with the Latino Network, where she has spent four years, according to the Valley Times. She graduated from Beaverton High School.
The Position 1 seat opened after Councilor Ashley Hartmeier-Prigg chose not to seek reelection. Hartmeier-Prigg ran instead for Oregon House District 27 but lost the May 19 Democratic primary to Tammy Carpenter.
Washington County will certify the final results by Nov. 30.
